FCS full Form is Food And Civil Supplies also called Rasad Vibhag. During the Second World War, there was a shortage of food and essential commodities everywhere. During the Second World War (1939-45 AD), an institution was established in India by the then British Government in 1940 AD for the distribution and management of food and other essential commodities. In the year 1941, ‘Price Controller’ and ‘Price Control Department’ were established by the government on seeing the decrease in the supply of food and essential commodities and the possibility of price increase during the war. In the year 1942, as a result of increase in work, the department was divided into two parts. First- Civil Supplies Department and Second-Earth and Number Department whose functions were to maintain control and supply of essential commodities respectively and to control the price rise to determine the retail and wholesale prices of essential commodities.
In the year 1943, it was given the full form of the department, whose main objective was to look after the purchase of essential food grains, their storage and their distribution through ration shops and to make policies related to it. Apart from this, regional food controllers were posted administratively by dividing the province into six regions and after some time the area was reduced to four areas namely Gorakhpur, Kanpur, Lucknow and Meerut. In the year 1943 itself, for the purpose of executing the work smoothly, the Civil Supplies Department was again divided into two parts:- (a) Civil Supplies Department Under this, the work of procurement of essential commodities was kept. (b) Rationing Department It was ensured to do the work of distribution of essential commodities.
In the year 1946, ‘Food and Civil Supplies Department’ (FCS) was established by the merger of Civil Supplies Department and Rationing Department and its in-charge was made Secretary to the Government of Uttar Pradesh. Two commissioners were appointed under the secretary, who were called commissioner (food) and commissioner (rationing). In the year 1947, the posts of Secretary and Commissioner were unified. Till the year 1967, the work of Commissioner, Food and Logistics Department was also looked after by the Secretary, Food and Logistics Department. The Commissioner, Food and Logistics Department was posted on 20 April 1967, but this arrangement was also abolished again on 8 August 1967 and the post of Secretary and Commissioner became one again. In April 1981, ‘Director’ was again posted in place of Food Commissioner, but this arrangement also ended in July 1981. From the year 1997, the post of Commissioner was separated from that of Secretary, which remains the same at present.
Supply of essential commodities and controlling its prices has been the main goal of the department since the date of establishment of the department. Therefore, from the very beginning, the supply, transmission and distribution of essential commodities were kept under the ‘Defense of India Act Rules’ 1939. Although the Second World War ended on 24 October 1945, the end of the Emergency was announced by the then Governor General on 1 April 1946. Again the essential commodities were placed under the Essential (Temporary Powers) Act 1946, a new order issued by the Government of India. The Control of Supplies Act, 1948 was implemented in the state for this purpose. The work of availability and price control of essential commodities was very important even after 1947 and it was continuously monitored. The ‘Essential Commodities Act’ was implemented by the Government of India in 1955 with the aim of giving more effect to this great cause. Under which, apart from food items, other important items related to common life were given the category of other essential commodities. Under the said Act, the Government of India and the State Government have from time to time fixed the limits of purchase, storage, production etc. for the purpose of availability, price control and distribution through public distribution system of essential commodities. Changes in control orders were also made under the Essential Commodities Act from time to time according to the circumstances. Many items were also removed from the list of essential commodities due to increase in productivity and wide improvement in general supply.
The Food and Logistics Department of the state mainly deals with the supply and distribution of food grains, wheat, rice, kerosene, coal and other petroleum products etc. in the state under the guidelines of the Government of India.
The main responsibility of the activities of the Food and Logistics Department is vested in the Principal Secretary/Secretary, Food and Logistics Department, under which the activities of Supply Branch, Marketing Branch, Accounts and Food Cell are controlled and operated through the Headquarters. The main responsibility of the marketing branch is to purchase food grains under the price support scheme with the objective of providing remunerative price to the farmers for their produce and purchase of wheat and rice for the central pool and state pool, food grains and sugar for the Food Corporation of India and State Pool and PCF respectively. To provide ration to the shopkeepers by getting it from To control the prices of essential commodities like pulses, oilseeds, edible oils and sugar etc. and to prevent their hoarding/black marketing, enforcement work is to be done under various control orders. For this, the Chief Marketing Officer at the Headquarters under the Food Commissioner, the Divisional Food Controller and Divisional Food Marketing Officer at the divisional level, the District Food Marketing Officer at the district level and the Senior Marketing Inspector and Marketing Inspector under him are mainly responsible. The main responsibility of the supply branch is to make available food grains and other essential commodities at reasonable prices to the people of the state through the public distribution system, as well as to control the prices of food grains and other essential commodities, maintain proper availability and hoarding and black marketing. For the purpose of stopping, work has to be done under the Essential Commodities Act and various control orders made under it. For this, Deputy Commissioner, Food Officer, Senior Supply Inspector, Supply Inspector are working at the Headquarters level under the Food Commissioner. The main function of the Accounts Branch is to ensure the maintenance of the accounting statements of the department’s financial matters and expenditure etc. as per rules, to keep effective control over the expenses and to keep auditing the accounting records/expenditure statements from time to time. For this, a finance auditor is posted at the headquarters level. Food Cell mainly coordinates for enforcement of various control orders of the department and conducts raids by establishing liaison with police to prevent smuggling and investigates complaints of corruption/irregularities etc. received against departmental officers/employees. If found, recommends for appropriate legal/departmental action. For this, Deputy Inspector General of Police, Co-Additional Commissioner, Superintendent of Police and Deputy Superintendent of Police are posted under Food Commissioner at Headquarters level.
According to the provisions of the Standard Weights and Measures (Enforcement) Act 1959 and the rules made thereunder, 1960, the Department of Weights and Measures was established in the state under Controller, Weights and Measures to carry out the work of publicity and enforcement of the metric system. Its main purpose is to check the accuracy of the weights and measurements used in business transactions, and to ensure action under the provisions of Standard Weight Measurement Enforcement Act 1985 against the traders who do the subtraction. Apart from this, the implementation of the provisions of Packaged Commodities Rules 1977 is also ensured by the department. The main sources of revenue receipt of the department are the fee received from verification/stamping of weight measurement, settlement fee, fee received from license. For this, work standard laboratories are established at the Headquarters under the Controller, Legal Metrology, Deputy Controller, Assistant Controller at the Divisional level and Senior Inspector and Inspector level at the district level, through which the above responsibilities are discharged.
With the objective of providing speedy justice in consumer related matters at low cost, District Consumer Forum at district level, State Commission at State level and National Commission at national level have been established. In judicial matters, the District Forum (District Forum) is controlled by the State Commission and the State Commission is controlled by the National Commission. Under the Consumer Protection Program, a three-tier quasi-judicial system has been established. Under the Consumer Protection Act 1986, an amendment passed by the Parliament in the year 2002, which has come into effect from 15.3.2003, the extent of monetary jurisdiction of District Forums, State Commission and National Commission has been increased. The Head of the State Commission and District Forums has now been declared as the Chairman of the State Commission and the direct control of the State Commission has been established on the District Forums so that their works can be made more dynamic. District Consumer Council has also been constituted for each district.
For the use of brick kilns working in the state, the main responsibility of sponsoring slack coal on the recommendation of the district magistrates rests with the Directorate of Transmission. Under this, Transmission Director, Movement Inspector, Traffic Inspector and Senior Assistant are working.
The Uttar Pradesh State Food and Essential Commodities Corporation was established in the year 1947 under the Companies Registration Act 1956. The main objective of the corporation is to provide essential commodities to the consumers at reasonable prices for the successful implementation of the schemes of the Food and Logistics Department, to purchase, store, distribute and sell food grains, oils, seeds and other agricultural products and through Rabi purchase scheme. Apart from getting fair price to the farmers under the Price Support Scheme, other works assigned by the Government of India and the State Government have to be completed. For this, other employees including Managing Director, General Manager, Finance Controller and Finance Accounts Officer are working in the corporation.
Uttar Pradesh State Employees Welfare Corporation has been established in the year 1965 under the Societies Registration Act 1860. Its main responsibility is to provide essential items of daily use to the employees of the state at cheaper rates than the market rate and to provide cheap and clean refreshments by setting up a restaurant in the office premises itself. For this, the corporation has executive director, joint director, deputy director, finance and accounts officer at the headquarters along with the manager and others at the depot level and the manager and others are working at the restaurant level. At present, the corporation is discharging its responsibilities through 158 depots and 27 refreshments in the state.
Organization-Commissioner Food & Logistics : FCS Full Form
Commissioner Food and Logistics has four branches – Marketing, Supply, Accounts, and Food Cell. To assist the commissioner, two additional commissioners, one deputy commissioner, three assistant commissioners in the supply branch, one chief marketing officer in marketing branch and one divisional food marketing officer (CM), finance controller and other accounts officer in the accounts branch and a police deputy in the food cell. Apart from the Inspector General cum Additional Commissioner, the posts of a Superintendent of Police and Deputy Superintendent of Police are approved. The Head of the Department of Marketing, Supply, Accounts and Food Cell branches is the ‘Commissioner Food and Logistics’.
In the supply branch, under the direction of the Divisional Commissioner, Assistant Commissioner Food, at the district level, the District Supply Officer, Regional Food Officer and Inspectors are working under the direction of the District Magistrate.
The main responsibility of the supply branch is to provide food grains and other essential commodities to the people of the state at reasonable prices through the public distribution system. Along with this, to control the prices of food grains and other essential commodities, to maintain proper availability and to prevent hoarding, black marketing, enforcement work has to be done under the Essential Commodities Act and various control orders made under it. All these works are supervised by the District Magistrate at the district level through Additional District Magistrate (Supply), District Supply Officer / Regional Food Officer. At the divisional level, the Assistant Commissioner, Food is associated with this work.
Divisional Food Controller, Divisional Food Marketing Officer at the divisional level and District Food Marketing Officer and senior inspector/inspector class staff are working in the marketing branch.
The main responsibility of the marketing branch is to buy wheat under the price support scheme in Rabi crops and give it to the state pool and central pool as per the requirement for the farmers to get remunerative price for their produce. Similarly, in Kharif crop, under the price support scheme, paddy is purchased and rice is crushed by mills and given to the state pool. Also, in Kharif, levy rice is procured and delivered to the State Pool and Food Corporation of India for the Central Pool.
Under the Public Distribution System, food grains are obtained from the Food Corporation of India and made available to the shopkeepers. Similarly, food grains are given to shopkeepers in 24 districts through door step delivery by the Food and Essential Commodities Corporation. Under the Public Distribution System, at present, the food department in Saharanpur, Kanpur, Agra, Bareilly divisions and in the remaining 13 divisions by PCF, arrangements have been made to make it available to the shopkeepers after receiving it from sugar mills.
